We are pleased to announce the publication of ENGAGEMOVE, a comprehensive toolkit developed within the GOLIA project to support European cities in designing, implementing, and evaluating stakeholder engagement for sustainable mobility planning. Drawing on Social Sciences and Humanities, and led by SINTEF and BAX INNOVATION, ENGAGEMOVE provides practical guidance on selecting the most suitable engagement methodologies based on local contexts, stakeholder groups, and specific mobility challenges. By placing inclusivity and participation at the centre of mobility governance, the toolkit helps cities ensure that mobility transitions are socially grounded and responsive to the needs of diverse stakeholders and communities.

A key contribution of ENGAGEMOVE is the systematic mapping and assessment of 24 stakeholder engagement methods, each evaluated according to inclusivity, target audience, resource requirements, and scalability. Building on experiences and knowledge from European research projects and networks, the toolkit offers mobility planners and city practitioners a robust evidence base for choosing and adapting engagement approaches. It also includes tailored strategies for the GOLIA partner cities of Florence, Pilsen, and Antwerp, demonstrating how engagement methods can be customised to different governance settings, stakeholder constellations, and local mobility priorities.

Beyond methodology selection, ENGAGEMOVE introduces a dedicated evaluation framework for assessing both the quality and impact of engagement processes. The toolkit combines practical instruments, evaluation questionnaires, and recommendations on facilitation, communication, recruitment, and resource planning, enabling cities to create meaningful and effective participation processes. By bridging methodological rigour with practical application, ENGAGEMOVE represents an important contribution to GOLIA’s mission of fostering adaptive, just, and people-centred mobility governance across Europe.
