The White Paper D1.3 – Mobility as a Right: Building Fair, Accessible and Sustainable Mobility Systems for Everyone presents one of the GOLIA project’s first policy contributions, making the case for recognising mobility as a fundamental right that enables access to employment, education, healthcare, culture and civic participation.

Drawing on legal and policy analysis at European, national and local levels, as well as insights from the pilot cities of Antwerp, Florence and Pilsen, the white paper explores how mobility systems can become more equitable, accessible, affordable and sustainable. It outlines the legal foundations and societal implications of the Mobility as a Right (MaaR) concept, introduces recommendations for European institutions, Member States and cities, and proposes practical tools such as the Social Optimum Mobility Index (SOMI) to support implementation.

The publication demonstrates how embedding MaaR in governance and planning frameworks can help align social justice, democratic participation and the green transition, ensuring that no one is left behind in Europe’s mobility future.
